I took our 172 to Cecil for its annual. I was told it's preferred to land 31, the uphill runway, if wind will permit. Do your own diligence and review the chart supplement and you'll make a confidence building landing. EG. 31 is a 4° approach with a 600' displaced threshold so you truly only have 2400' of runway.

Planned to land after hours but Pilot operated light do not work. Myself and helicopter nearby tried to get them to work but not luck. No NOTAM published. I even called prior to make sure it was okay to land after hours. Ended up going to Summit and pay $$$. Be careful using this airport.

If TFR is active be VERY cautious not to strike inner ring. It's VERY near to northeast!
